Commissioner Ramsey felt that was not necessary to do at this point.

Mr. Lazan continued that transportation is by far the biggest piece. He covered the
transportation points. He covered what transportation is available currently and what is coming.
He inquired if the HRA felt that he "hit" the transportation piece hard enough.

Commissioner Elvig stated he would not be fearful in pushing all we know and all we might be
able to bring to the site - put it all in. Note that we have parking facilities and bold type that we
have a $3.5 million grant ready to go to build parking spaces and we can custom build to the
VA's needs.

Mr. Lazan stated that when he gets to the site portion he will push the ramp piece.

Commissioner Elvig added that we already have money invested in a river crossing - this is
more than a wish or a pipedream.

Commissioner Ramsey stated that by identifying Hennepin County and other counties with
veteran's populations, we already have a connected link right now; We are the only ones who
can connect to Hennepin County. He asked if we could highlight the fact that we connect
Hennepin County with Anoka. We could highlight Highway 10 - and drop in the fact that you
are hooking up to the highest population of veterans.

City Administrator Ulrich stated that with regard to transit - add "dial a ride" which is available
to all Anoka County residents and explain our parking ramp is a Federal grant - that might be of
some value.

Commissioner Ramsey asked if we should make light of the fact that we will continue our bus
service until we get our rail station. We could add language such as we anticipate the bus service
will remain in service until the North Star Rail Station/Stop is in Ramsey.

Commissioner McGlone inquired if it would make sense to mention the fact that there is a hotel
in the City.

Mr. Lazan stated a good spot for that would be in the amenities section.

Mr. Ulrich stated that we will have the corrimuter but that's not really a benefit for the Vets.

Commissioner Look stated that we could possibly make it a reverse commute.

Deputy City Administrator Nelson stated that we can look into that.

Mr. Lazan continued that under amenities - he listed the Town Center as an urban style, mixed-
use center and he stated that he "hit" that pretty hard. Upon suggestion, he stated that maybe he
could hit the amenities even harder by adding there is transitional life cycle housing in the area
study - affordable housing or transitional.

Housing and Redevelopment Authority/September 14, 2009
Page 4 of8
