Commissioner Look suggested adding that affordable transitional housing could be available on
demand.

Commissioner Elvig stated there is a term used with regard to a medical facility - quiet health -
and looking at all these features being a part of their facility - plus high visibility to Highway
#10. Is that important to the VA or just other medical facilities - environmental healing.

Commissioner McGlone inquired if we want to mention that the Town Center is transit oriented
and pedestrian friendly and the parks are developed.

Mr. Lazan replied that is covered - these things are here and are growing.

City Administrator Ulrich stated that with some of the bad publicity we have received about the
Town Center, we talked about future first but there are some good points in the current reality.
Maybe we should add first that we have a successful development here in many respects -
maybe then add that it's an urban, mixed-style center and has room to grow. They will be
looking at existing amenities first.

Mr. Lazan agreed and stated he would flip that order - list the current amenities but it goes
beyond that. This is a great space - this has jobs, shopping, etc. With pad-ready infrastructure,
it basically says we are ready to go. With regard to sustainability - he stated he just wanted to
make a sustainability statement.

Chairperson Dehen inquired what the graphic next to sustainability is trying to show.

Mr. Lazan stated it's showing other aspects but he wasn't sure it's effective. He added that he is
re-Iooking at that.

Commissioner Elvig stated we have to take a real strong roll in going green. I think we need to
say we are extremely committed to the green concept.

Commissioner Ramsey stated that concept of sensible green would be appropriate.

Mr. Lazan stated he had that in originally and he will put it back in.

Commissioner McGlone stated we are trying to sell Ramsey as a unique opportunity. Because
we are only 10 percent built out - that's a unique opportunity not found anywhere else. We can
talk about what we are trying to do but they may have a specific thing in mind - let them know
we are open to whatever. .

Commissioner Look asked where Senator Jungbauer is on the water recirculation grant.

Mr. Lazan stated he is nervous about being too public on that.

Commissioner Look stated maybe we leave out the grant part but say we are interested in
expanding on that.

Housing and Redevelopment Authority/September 14, 2009
Page 5 of8
