Mr. Lazan offered that he will "hit" that harder. The bottom line is we want the Veterans Clinic
to locate in the Town Center. He read the paragraphs written in the proposed findings.

Commissioner Elvig commented that we need to push our eas.y access to Highway #10.

Commissioner Wise stated that we need to hit harder on the fact that there are even more sites
available in Ramsey.

Mr. Lazan stated he would hit that harder on the closing statement.

Commissioner Elvig stated he really likes the map on page 12.

Deputy City Administrator Nelson suggested ghosting in the shape of the City of Ramsey.

Mr. Lazan agreed and stated that we can make this site what they need.

Commissioner Elvig expressed some concern about how the flood plain graphic looks.

Mr. Lazan stated that pretty much summarizes the proposal.

Ms. Nelson stated that the StarTribune article that is in the middle of this proposal should be
plucked out. In terms of the order of attachments - put the Veteran's Organization resolution
first, followed by Anoka County support second, then the North Metro Mayors Association
support and then the support resolutions from the area cities.

Commissioner Elvig left the meeting - 1: 13 p.m.

Mr. Lazan inquired if there are any more attachments. He added to think about what Elk River
has to offer as benefits - they are the competition. He suggested having to tie into amenities of
something for the veteran's spouse to do - or maybe we could roll that into the next phase.

Mr. Ulrich stated there might be a resolution coming from the Anoka County Rail Authority
about the final design.

Commissioner Look suggested getting a letter from Anoka County Commissioner Scott LeDoux.
He deals with ALS, would support this clinic here, and needs the services of this clinic.

Mr. Lazan stated he will be adding the picture and quote from Mayor Ramsey.

Ms. Nelson asked if staff should pursue the support from Commissioner LeDoux.

The Commission agreed and Commissioner Ramsey suggested checking with County
Commissioner Dick Lang a.s well.

Housing and Redevelopment Authority/September 14, 2009
Page 6 of8
