Mayor Ramsey stated that there was not a scheduled overlay for Andrie Street at this time.

Public Works Director Olson confirmed that the information.obtained could be used on a future
project for the street.

Mayor Ramsey confirmed that there was not a project in mind at this time that would use those
dollars. He advised that sidewalks would be required and the residents of North fork seemed to
reject that idea as it would change the landscape of the neighborhood.

Public Works Director Olson explained the process for project initiation, including a resident
petition or a majority of Council votes.

Mayor Ramsey stated that he would like the Northfork Board to bring the item to the Council if
that was the desire.

Councilmember McGlone stated that the majority of the Board does not live on Andrie Street
and advised that he would rather hear the opinion of the residents who actually live on the street.

Gregory Fritz, 16280 Andrie Street NW, stated that there is a lot of opinion on this matter but he
spoke with every resident on the street who would be affected by the project and sidewalk. He
advised that there was a four to one ratio on whether to allow the sidewalk. He stated that he felt
the issue would be whether the residents would like a reconstruction with sidewalks or an
overlay.

Councilmember Dehen agreed that it may come down to whether or not the residents would like
the reconstruction with the sidewalk, or an overlay. He stated that the roadway was designed to
be 32 feet wide with a parking lane along the road and advised that he might consider a roadway
28 feet wide without the parking lane but with the sidewalk.

APPROVE AGENDA

City Administrator Ulrich recommended postponement of Case #4 to the September 28, 2009,
meeting; to pull Consent Agenda Item #14 (2) and consider it as Case #2A: Authorization of the
Issuance of $850,000 General Obligation State Aid Road Bonds to Assist with the Funding of the
Construction of Sunfish Lake Boulevard; and to add Case #9: Consider a Resolution Accepting
a Request for Reassignment.

Motion by Councilmember Elvig, seconded by Councilmember Look, to approve the agenda as
revised.

Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, Look, Dehen, Jeffrey,
McGlone, and Wise. Voting No: None.

City Council / September 22, 2009
Page3 of 15
