Nemeth, PE <br />Bolton & Menk, Inc. <br /> <br />RE: <br /> <br />Development Cost Participation <br />Ramsey, MN <br /> <br />With the extensive development within Ramsey, Minnesota, north of Highway 10/169, it <br />was determined through studies, that numerous roadway and intersection improvements <br />are needed to handle the additional traffic being generated by these developments. Since <br />many of the developments are within close proximity and are larger in size, it was <br />determined that the roadway improvement costs should be shared by all developments <br />based on,the traffic that they are attracting to the area. <br /> <br />The purpose of this memo is to document the recommended cost sharing for the roadway <br />improvements based on the share of traffic being generated by each development that <br />travels on each roadway and intersection north of Highway 10/169. The developments <br />and the analyzed roadways and intersections are shown in Figure 1. <br /> <br />The traffic impacting each roadway section and intersection is composed of Existing <br />(background) traffic, Ramsey Town Center (Town Center 1) traffic, Town Center 2 <br />(includes 15% of Superstore) traffic, Pulte - Superstore (includes 85% of Superstore) <br />traffic, Pulte - Commercial (commercial area within Pulte site) traffic, Pulte - Residential <br />traffic, and the proposed future Plowshares Development (West ofPulte Development) <br />traffi c. <br /> <br />Page 1 of14 <br />
