PUBLIC WORKS COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Public Works Committee conducted a regular meeting on Tuesday, September 15, 2009 at
the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota.

Members Present:

Chairperson David Elvig
Councilmember John Dehen (arrived at 5:43 p.m.)
Councilmember Colin McGlone
Mayor Bob Ramsey

Also Present:

Public Works Director/Principal City Engineer Brian Olson
City Engineer Tim Himmer
Public Works Supervisor Grant Reimer
Deputy City Administrator Heidi Nelson

CALL TO ORDER

Chairperson Elvig called the regular meeting of the Public Works Committee to order at 5:37
p.m.

CITIZEN INPUT

Randy Backous, 14148 Argon Street NW, stated he had spoken with Police Chief Way and there
had been no accidents at the intersection on Highway 47. He thanked Council for closing the
road. He indicated the traffic counts had also gone down as well in this area. He noted the
closing had brought the neighborhood together as a community. He stated the closing had not
affected the businesses in the area, which was an initial fear. He believed the three objectives for
the road closure were a success. He noted there had been a couple of problems though with
people moving the barricades and there were misleading signs directing traffic to Highway 47.

Chairperson Elvig stat~d he had also heard about the barricades being taken down or moved. He
asked if the City could do a more permanent barrier.

Public Works Director Olson responded the City could put in J-barriers, but the Police and Fire
Departments needed an emergency access. He noted the Council had requested further
information regarding traffic counts, accidents, etc. after the road had been closed for a year.

Chairperson Elvig stated he agreed there needed to be an emergency access. He asked if there
was something that could be used in between a J-barrier and the movable barricades.

Public Works Director Olson responded he did not know of any other types of barriers that could
be used which would still provide an emergency access.

Public Works Committee / September 15, 2009
Page 1 of6
