<br />CASE #7 <br /> <br />REVIEW 2010 PROJECTS <br />By Steven Jankowski, Assistant City Engineer <br /> <br />Background: <br /> <br />Attached to this case is a listing of capital improvement projects that are to be undertaken in 2010. This <br />list was developed from the 2009-2013 CIP which has been modified slightly to reflect several project <br />which are known to have been advanced or delayed due to developments since the CIP was adopted. <br />The purpose of this case is to have the Committee provide direction on priorities for the next <br />construction year, so. that field work and other project elements can be scheduled as the fall and winter <br />activities. It will also enable staff to schedule projects to provide more consistent work load during the <br />2010 construction season. Finally it an opportunity to provide background on ttie need for individual <br />projects beyond the brief description provided within the CIP document. <br /> <br />Attached is a table providing a summary of those projects anticipated for construction in 2010 which <br />identifies the total costs (and subprojects cost for several projects which are divided between multiple <br />agencies and multiple department funding) and city departments involvement in plan preparation, <br />staking, inspection, obtaining quotations, and construction. The individual project sheets from the CIP <br />which provides a cursory project description and funding are attached. Below are more detailed <br />description for several projects. <br /> <br />2010 Street maintenance ProQrom - The street maintenance program has been addressing the <br />preventative maintenance of the city's 170 mile road system 25 years. The major portion of the program <br />will be directed directed at sealcoats and overlays. Typically the city addresses between ten to twenty <br />miles of streets each year. In addition the council has set aside a portion of the monies to contribute <br />50% of the cost of paving dirt roadways. In 2010 $146,00 has been reserved for the paving of 151st <br />Avenue, 152nd Avenue and Fluorine Street which was petitioned in 2007. The city has held <br />neighborhood informational meeting to identify issues, particular those relating to drainage, on streets <br />which are programmed for maintenance. The storm sewer enhancement fund proposes a budget of <br />$50,000 to address drainage repairs on these streets with funding from the storm water utility. Finally a <br />project which installs physical barriers at the railroad crossing on Alpine Drive will meet the standards <br />for establishIng a quite zone at this crossing. <br /> <br />Outlet from Wetland 656W - This large DNR protected wetland is located south of alpine drive and east <br />of Ramsey Boulevard and has no outlet, however fingers of wetland could connect it hydraulically to <br />County ditch 3/66. There are a number of secondary structures that are located near the edge ofthis <br />wetland. A Drainage plat was prepared in 199X in anticipation of constructing ditches into and out of <br />this wetland complex. After having the downstream drainage in County ditch 3/66 restored as a part of <br />the northwest sanitary sewer project it is possible to undertake this project. Several drainage and utility <br />easement still need to be obtained to facilitate this work. <br />
