Miller, Planning Manager <br /> <br />Background: <br /> <br />Per Council's dITection, Staffhas been working on an ordinance to regulate outdoor storage/off-street <br />parking on residential parcels based on the number of items, combining vehicles and recreational <br />equipment to equal one item. Based on the conversation at the' September City Council Work <br />Session, the direction was to come back to Council with refined numbers based on size and location of <br />lot, accommodate one unlicensed inoperable vehicle, and provide a setback from the property lines <br />that has the vehicle being stored closer to the primary structure. The enclosed information is meant to <br />be a starting point for discussion. Also, enforcement will continue to be on a complaint basis only. <br /> <br />Analysis: <br /> <br />We have also added some additional language clean-up to address a couple of issues that have caused <br />enforcement problems in the past. The highlights of what staff would propose for an ordinance are as <br />follows: <br /> <br />1. Number of items proposed as shown on Attachment B. <br /> <br />2. Items stored outdoors on properties less than 2 acres would be required to be stored closer to <br />the primary structure than the lot lines; on properties greater than two acres items would be <br />required to have a 15 foot setback from property lines. This would apply to vehicles and <br />equipment. <br /> <br />3. Items stored or parked in side yards shall maintain a 15 foot setback of the edge of parking <br />surface (if they are parking motor vehicles) or equipment from property lines in the side yard. <br />If they are parking vehicles in the rear yard, this would have the same requirement. If it is <br />equipment, there is no surfacing requirement in the rear yard only the side yard, so they would <br />just have to meet the 15 foot setback. <br /> <br />4. Items stored or parked separate from other items shall count as 1 item each; multiple items <br />stored or parked on a trailer, for instance, count as 1 item. (Example: 2 snowmobiles and an <br />empty trailer on, the ground are 3 items; 2 snowmobiles on a trailer are 1 item). <br /> <br />~ <br /> <br />-- <br /> <br />k <br />
