Councilmember McGlone stated that he was not in favor of permitting everything and <br />questioned if the adopted State Code could be un- adopted. He stated that homeowners have <br />insurance for the purpose that these types- of problems that could occur from these maintenance <br />items. <br />City Attorney Goodrich stated that he could further review what has to be adopted in regard to <br />the State Building Code, <br />Councilmember E1vig stated that the City 'of Blaine is currently having issues with whole <br />neighborhoods having problems with siding that was incorrectly installed, which drove the price <br />of housing down in that area. <br />Mayor Ramsey confirmed that the permits would be required and felt that the City should review <br />the option of an RFP for this type of permit and inspection. The Council confirmed that the <br />option of an RFP should be reviewed, <br />Deputy City Administrator Nelson stated that two proposals were included from different <br />companies in regard to these services. She stated that the City has worked with one of the <br />companies previously, Inspectron, and advised that Metro West also works with several small <br />metro cities. She stated that staff recommends that the building official and contract field <br />inspector be on staff, for a proposed amount of 15 hours per week for the next year. <br />Councilmember Wise stated that he would be in favor of an RFP to determine if it would be <br />more cost efficient to use an independent contractor. <br />The Council discussed that item and the consensus was in favor of the option of an RFP. The <br />Council also discussed the options of rental inspections and requested additional information and <br />clarification in regard to the code. <br />2) Prioritization of Community Program <br />Financial Officer Lund reviewed the staff report. <br />Councilmember Elvig questioned the other uses for the charitable gambling fund. <br />Councilmember Dehen stated that he would be in favor of continuing Mediation Services and the <br />school program rather than cutting those services completely, <br />Mayor Ramsey questioned if the Anoka Mediation Services would be funded from the charitable <br />gambling fund and it was determined that it could not be. <br />Councilmember Look stated that the community school could be funded through a levy.
