<br />Councilmember Look stated that if we agree with the draft plan, if a fourth generation plan <br />comes along and it is detrimental to Ramsey, we can address it at that time. <br /> <br />Mr. Jankowski stated that in land use - if there is any change in the zoning it must be approved <br />by all municipalities in the watershed. It has been recommended to strike this. Council was in <br />agreement it should be stricken. <br /> <br />Councilmember Look commented that this is why we need to fine-tooth these documents. <br /> <br />Discussion ensued regarding pollutants. There is a nutrient problem in Rogers Lake. Weare <br />working with the Anoka Conservation District to reduce the nutrient loadings. <br /> <br />Director of Public Works Olson stated that the impaired waters in the non-degradation plan's <br />total daily limits come into play. This is trying to get back to the 1988 standards. We should be <br />getting ready for that but it is currently not a requirement. <br /> <br />Assistant City Engineer Jankowski stated that with regard to pond construction, you have to have <br />a safety bench of 10 feet. The new policy says a bench of 15 feet. <br /> <br />Council asked that it stay at 10 feet. <br /> <br />Mr. Jankowski stated we need to have more clarification on data collection. If we have to go out <br />and submit to the WMO, we would be opposed to that. <br /> <br />With regard to ponds, WMO is proposing bi-annual inspections. The maintenance guidelines are <br />to be completed biannually with the exception of infiltration basins, which should be inspected <br />after every one-inch rainfall. <br /> <br />Mr. Olson stated we would do an inspection after a one-inch rainfall if there was a big <br />construction project nearby. Otherwise, inspections after a one-inch rainfall are a little <br />aggressive. <br /> <br />Councilmember Dehen stated that we need to have some education for a storm water pollution <br />program. <br /> <br />Ms. Lewis responded to take advantage of the WMO membership - pool your resources - <br />watershed partners. There are resources for educational articles for your newsletters, etc. <br /> <br />Mr. Jankowski stated the WMO plan shall include a capital improvement program that identifies <br />specific capital improvements necessary to implement the water resource management goals and <br />policies of the organization. <br /> <br />Councilmember Look inquired about the funding. <br /> <br />Mr. Jankowski stated that in the past, it's been a relatively modest budget.
