<br />Mayor Ramsey asked why the membership couldn't be to have all Councilmembers there and <br />four engineers for technical advice. <br /> <br />Mr. Jankowski responded that one of the biggest concerns was the timing issue for elected <br />officials. <br /> <br />Mayor Ramsey stated if Council desires to change membership, they would have to appoint new <br />members and a new alternate. . The WMO could create an engineering technical advisory <br />committee and have ~ engineer from each City and four elected officials appointed. <br /> <br />Melissa Lewis advised that the Joint Powers Agreement right now does not specify only <br />Councilmembers. <br /> <br />MAYOR AND COUNCIL AND STAFF INPUT: <br />1. HaDDY Days <br /> <br />Councilmember Look stated he wanted to talk about the Happy Days celebration and the request <br />that was sent to him to allow helicopter rides. <br /> <br />Deputy City Administrator Nelson introduced intern Jessica Hendricks who is working on Happy <br />Days with the Committee. She stated that the person interested in giving the helicopter rides <br />came in late with his request. The Happy Days Committee discussed this Monday night and <br />decided against this. If the City Council wants to make that a part of the event, staff will see that <br />it is done. <br /> <br />Ms. Hendricks explained that Captain Tim Dwyer was part of the discussion and was concerned <br />about the public safety end of it. <br /> <br />Councilmember Look stated he had a conversation with Committee Member Maria Norman. <br />She stated that any and all permits were denied for this year because there was not enough time <br />for planning. The City Council changed the ordinance on helicopter landing - it was 500 feet to <br />land - now it's 50. The FAA regulates pilots, helicopters, etc. and there were certain elements <br />that our police officers were looking at as it being somewhat the responsibility of the City but the <br />FAA already regulates that. He did not know if a committee can effectively plan for what the <br />FAA regulates. Now we own that.area so we could have a landing spot a good distance away <br />from everything. He suggested if the City Council buys in and supports having a helicopter <br />venue - it could be billed as not really a part of the Happy Days event - it would just be on the <br />same day as Happy Days. Councilmember Look felt that helicopter rides would be a draw. <br /> <br />Mayor Ramsey stated that if Council decides they want to allow the helicopter rides and the <br />Committee doesn't want to put it together, the Council can do it. <br /> <br />Councilmember Dehen stated he has not really heard what the issue is. He agreed it would be a <br />good draw - a good amenity for the event. There is no cost to us but he assumed we would want <br /> <br />City Council Work Session <br />Page 9 oflO <br />
