<br />Councilmember Look stated by putting in hard channelization, it would force local residents to <br />wind around through their neighborhood to get to an access. He indicated the neighborhood <br />roads were not made for this type of traffic. <br /> <br />Councilmember McGlone stated the County could not be held accountable for poor City <br />planning. <br /> <br />Councilmember Elvig stated he was nervous about a hard channel on Magnesium Street. He <br />believed there were other ways of doing this, such as widening the roads, turn lanes, etc., even if <br />those alternatives were more expensive. <br /> <br />Mr. Witter thanked the Council for their comments and stated the County would get the Council <br />further information regarding models and intersection analysis. <br /> <br />3) Helicopter Rides at Happy Days <br /> <br />Deputy City Administrator Nelson reviewed the staff report. <br /> <br />Councilmember Look stated he had spoken with the helicopter pilot regarding the insurance <br />issue and the helicopter company understood the City's insurance requirements. He indicated he <br />did not want the City to have any liability exposure. <br /> <br />Mayor Ramsey agreed he also did not want to not have the City exposed to any liability. <br /> <br />Maria Norman, Happy Days Committee, stated there were hurt feelings on the Committee <br />regarding this issue. She stated a vendor came in on short notice and wanted to do helicopter <br />rides and had been told it was too short of a notice and the helicopter rides would be considered <br />next year. She stated she had been informed the following day that the helicopter rides would <br />proceed per Council's direction. She indicated the Committee had run Happy Days for many <br />years without Council input. <br /> <br />Cindy McKay, Happy Days Committee, stated what the Committee had learned from this issue <br />was the Committee needed to come up with policies, procedures, and timelines. She stated the <br />Committee wanted to treat everyone equally. <br /> <br />Councilmember Wise stated he had not been informed that the Committee had turned down the <br />request because it was too short of notice. He indicated he had been told the Committee <br />members would resign if Council approved this. He believed there was a communication <br />problem. <br /> <br />Ms. Norman stated nobody had approached the Committee regarding the Committee's thoughts. <br />She stated the Committee members felt as if the Committee member's opinions were not valued <br />by the Council. <br /> <br />City Council Work Session / September 15, 2009 <br />Page 4 of8 <br />
