Box 146 <br />Anoka, MN 55303 <br /> <br />Re: Sketch Plan Review: Elmcrest Sanctuary <br /> <br />Dear John: <br /> <br />We are in receipt of youi' sketch plan to develop a single-family plat in the City of Ramsey. The sketch <br />plan consists of one (1) sheet dated October 1, 2009 by Anderson Passe & Associates.. We offer the <br />following comments: . <br /> <br />1. General: The subject property is approximately 25.6 acres in,size and is generally located west of <br />Saint Francis Blvd NW (TH 47) and south of 167th Ave NW. The sketch plan is proposing to <br />subdivide one (1) single-family parcel at two and one half (2.5) acres.. The remaining land will be <br />. divided among two (2) outlots. .. <br /> <br />2. Zoning: The property is currently zoned R-l Residential (Rural Developing); single-family <br />residential dwellings are a permitted use in this district. Please subri1it a revised Sketch Plan to <br />reflect R-l Residential (Rural Developing) including, but not limited to, minimum lot area of two <br />and one half (2.5 acres), front:.yard setback offortY (40) feet, side-yard setback often (10) feet, <br />and rear-yard setback of forty (40) feet, and lot width of 200 feet. <br /> <br />3. Density: The subject property is approximately 2.5 acres in size. R~l Residential (Rural <br />Developing) allows for 1 units per 2.5 acres.. The sketch plan proposes one (1) unit (existing) <br />. which equates to a density of 1 unit per 2.5 acres. The density proposed meets City Code <br />standards for the R-l Residential (Rural Developing) Distdct. Please submit a revised Sketch <br />Plan that amends the notes as referenced in Item #2. <br /> <br />4. Streets: The plat will receive access from Quicksilv(;r StreetNW. While the existing temlinus of <br />Quicksilver Street is a: dedicated, public street, the future right-of-way owned by th~ City that will <br />serve as the frontage for Lot 1, Block 1 is not platted, nor dedicated public roadway at this time. <br />With Lot 1, Block 1 EImcrest Sanctuary separated from the dedicated portion of Quicksilver <br />Street by Outlot A, Lot 1, Block 1 technically becomes a land-locked parcel. A temporary toa~ <br />easement will need to be recorded across Outlot A running in favor of the City of Ramsey and <br />dedieated to the public, as well as running in favor of Lot 1, Block 1, Elmcrest Sanctuary. <br />Please submit a revised Sketch Plan that shows the existing park access road and that shows the <br />measurement of the eastern property fine of being at least 200 feet (lot width/frontage). <br /> <br />5. Setbacks: The R-l District requires the following stru.cture setbacks: 40 foot front yard setback, <br />10 foot side yard setback, and 40 foot rear yard setback. Compliance with the established <br />setbacks is verified on the Sketch Plan. Please submit a revised Sketch Plan that amends. the <br />notes as referenced in Item #2. <br /> <br />45 <br />
