Grading and Drainage: A dramage. and grading plan must be submitted at the preliminary plat <br />stage. Tliis plan must show a minimum grade o~er turfed area which are not encumbered with <br />drainage and utility easements. Development shall be consistent with the City's Surface Water <br />Management Plan or engineering methods approved by the City. <br /> <br />3. Traffic Generation Analysis: City Code requires a traffic generation' analysis with Final Plat <br />review. Standard procedures require that the City hire a traffic 'consultant to review the traffic <br />patterns and traffic nnpact of the development. BecauSe of the number of units proposed'in this <br />. case, the traffic analysis for this plat can be accomplished in-house by City Staff. Furthermore, <br />since no additional units or buildable lots are benlg created with the mnlOr plat, the Traffic <br />. Generation Analysis may be waived, at recommendation of the Planning Cominission. However, <br />the applicant is still re'sponsible'for the additional stafftime incurred to perform the analysis: <br /> <br />4. Utiiities and Water Usage: Lot 1. is ~urrently served by p'rivat~ well and'septic. Municipal water <br />currently exists along the future aligil~ent of Quicksilver Street, andsanitary sewer service does <br />not .exist hl them'ea. When the City purchased the property in the southeast comer of the <br />proposed plat (PID# 113225340008) there were two "(2) agreeinents that were executed; one for a <br />teinporary access road to Elmcrest Park, and the other for a temporary encroachment of the <br />existing drainfield from Lot 1. Both of these agreements are to expire when qevelopment occurs <br />or the land is subdivided. With this proposed subdivision .tbe City would like to reaffIrm mld/en: <br />restate these easements. The temporary access to Elmcrest Park should be extended uhtil such <br />time that the fubIre Quicksilver Street is constructed or development of o.utlot A Qccurs. The <br />existing dranlfIeldfor Lot 1 should be relocated off the City property, as any subsequent sale of <br />the property may limit the ability for this t9 occur by the responsible party. Also, a primary and <br />secondary septic system location must be identifIed for Lot 1. Municipal Sewer and water truhk <br />charges, will be required when additional lots are developed in the fiiture~ . Please submit a revised <br />Sketch Plan tha{ shows the location of the existing private wellaild s.eptic system. ... <br /> <br />5. Park Dedication: P_ark Dedication obligations have been satisfIed with the Rabbit Run plat. <br />However, any additional buildable lots created through the subdivision process will be subject to <br />tl;1e Pm"k Dedication obligations at the rate in effect at the time a'development agreement is <br />executed. . <br /> <br />6. .Trail Development Fees: ~o. additional buildable lots are being created with the proposed plat. <br />Therefore, there is no Trail Development Fee to collect at this time.
