<br />Public Works Director Olson confirmed that it is the same company. <br /> <br />Councilmember McGlone returned to the Council Chambers at 7:55 p.m. <br /> <br />Councilmember Dehen noted his concern is that the tower is located correctly, so there aren't <br />just town homes located around it because it is cheap land. <br /> <br />City Engineer Himmer explained the plans to re-level the ground and create more land that can <br />be developed, if the City chooses. <br /> <br />Councilmember Elvig stated that by putting this tower here, it will change the land use and he <br />feels it is likely that it will be town home or commercial development rather than $350,000 <br />single-family homes. He stated that he feels the City needs to be cognizant about how this land <br />will be marketed and listen to the people in the area and what they would like to see. He noted <br />that there has been some discussion about senior type housing and a neighborhood concept rather <br />than traditional town homes. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Wise, to approve Resolution #09-06- <br />134 awarding a contract for City project #08-21, water tower #3, to CB & I in the amount of <br />$3,188,400, and to give the Public Works Director the authority to approve change orders up to a <br />maximum of$10,000. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey and Councilmembers Wise, Dehen, Elvig, Jeffrey, <br />Look and McGlone. Voting No: None. <br /> <br />Case #5: <br /> <br />Approve Purchase Agreement and Loan Agreement for the Purchase of <br />Property Located in the Highway 10 Corridor (Pro Sporting Goods Parcel) <br /> <br />City Attorney Goodrich reviewed the staff report. He noted that Jodi Ruehle with The <br />Tinklenberg Group is present if there are any questions. <br /> <br />Councilmember Dehen asked how this price compares with other purchases. He stated that he <br />has been an advocate of acquiring the ICO property because it is dilapidated. He stated that he <br />understands that the Council has decided to move ahead with acquiring vacant lots because there <br />were not buildings on them. <br /> <br />City Attorney Goodrich reviewed the information on what was paid per square foot for the other <br />RALF properties. <br /> <br />Ms. Ruehle noted that Anoka just closed on the Vineyard with RALF funds, which came out to <br />about $25.00 per square foot for the property. She noted that the property owner at Pro Sporting <br />Goods had an independent appraisal conducted that was about $50,000 more than that appraisal. <br />She noted that the comparables used for this property were all from 2008 and 2009 so they <br />reflect the current market conditions. <br /> <br />City Council / June 23, 2009 <br />Page 7 of 11 <br />
