City Engineer Himmer stated that this is an MSA project, which normally would support a trail.
He noted that they are not proposing segmenting this out, but either doing sidewalk or trail for
the entire length of the project.

There was discussion about bituminous versus concrete materials for the construction, the trail
connections, and snow storage.

Councilmemher Dehen stated that it appears that to save the trees, the City needs to put in a
sidewalk.

City Engineer Himmer stated that he doesn't want to use the term "save the trees" because they
can be saved with the trail, but they will be cut up 8 feet and won't provide the screening that the
resident intended when they were planted.

Jim Overtoom, 16600 Jaspar Street, noted that concrete sidewalks will last longer and cost less
for the City to maintain than a trail. He noted that there are not a whole lot of people in the area
right now, so he feels a 5-foot sidewalk and 5 foot boulevard would be fine. He asked that the
Council think about spending the extra money on the overall project to put in a sidewalk.

Councilmember McGlone stated that the City is trying to build things to a certain standard and
noted that he doesn't think it would be a bad idea to spend more up front and save money long
term as well as maintain aesthetics with a concrete sidewalk.

Motion by Councilmember Look, seconded by Councilmember Jeffrey, to approve Resolution
09-06-133 awarding a contract for City project #08-27, 167th Avenue NW realignment, to
Hennen Construction in the amount of$789,875.37award to Hennen with Alternate A.

Motion carried.
