<br />FC CASE # , <br /> <br />REVIEW POTENTIAL CAPITAL IMPROVEMENT PROJECTS <br />TO BE UNDERTAKEN IN 2010 <br />By: Steven Jankowski, Assistant City Engineer <br /> <br />Background: <br /> <br />At their October20, 2009 meeting the Public Works Committee reviewed a listing of capital <br />projects that are included in the current Capital Improvement Program (CIP) that are scheduled <br />to be undertaken in 201Q. The purpose of this case is to have the Finance Committee also weigh <br />in on these priorities, so that field work and other project elements can be scheduled as the fall <br />and winter department activities. <br /> <br />Staff has organized the anticipated capital project work into three attached tables. Table 1 is a <br />listing of all the candidate CIP projects which appear in the current plan. Table 2 is a listing of <br />projects after having been reviewed and vetted by the Public Works Committee. Table 3 is a <br />compilation of the candidate projects which have been recommended for deferment to future <br />years as a result of both Staff and PW Committee recommendations. These tables provide <br />information which include: the total costs (and subprojects cost for several projects which are <br />divided between multiple agencies and multiple department funding); city departments <br />involvement in the project (i.e. plan preparation, staking, inspection, obtaining quotations, and <br />construction inspection); notes on recommended modifications by staff and Public Works <br />Committee to the scope of the project as described in the CIP. Attached are the individual sheets <br />which provide a cursory project description and funding for each project which are included in <br />the CIP document. Below are more detailed descriptions for several projects beyond those <br />contained in the CIP. <br /> <br />Outlet from Wetland 656W - This large DNR protected wetland is located south of Alpine Drive <br />and east of Ramsey Boulevard and has no outlet, however fingers of wetland could connect it <br />hydraulically to County ditch 3 / 66. There are a number of secondary structures that are located <br />near the edge of this wetland. A Drainage plat was prepared in 1995 in anticipation of <br />constructing ditches into and out of this wetland complex. After having the downstream drainage <br />in County ditch 3/66 restored as a part of the northwest sanitary sewer project it is possible to <br />undertake this project. Several drainage and utility easement still need to be obtained to facilitate <br />this work. <br /> <br />The Public Works Committee questioned the need for this project. Aside from several out <br />structures which are located around the periphery of this wetland, staff has received the attached <br />letter from Mr. Terry Hendrickson which charges that the City has legal obligations to construct <br />the project. <br />
