2010 Street maintenance Program - The street maintenance program has been addressing the
preventative maintenance needs of the city's 170 mile road system for 25 years. The major
portion of the program will be directed at sealcoats and overlays. Typically the city addresses
between ten to twenty miles of streets each year. In addition the council has set aside a portion of
the monies to contribute 50% of the cost of paving dirt roadways. In 2010 $ 1 46,00Chas been
reserved for the paving of 151 st Avenue, 152nd Avenue and Fluorine Street which was petitioned
in 2008. The city holds a neighborhood informational meeting prior to the public hearing to
identify issues, particular those relating to drainage, on streets which are programmed for
maintenance. The storm sewer enhancement fund proposes a budget of $50,000 to address
drainage repairs on these streets with funding from the storm water utility. Finally a project
which installs physical barriers at the railroad crossing on Alpine Drive will meet the standards
for establishing a quite zone at this crossing.

McKinlev Street - The City has constructed utilities within the McKinley Street corridor and
various sections of the roadway itself in various stages since 1995. This project proposes to
construct two remaining segments of roadway to complete this east! west collector which will
serve the southern portion of City's industrial park area and provide an alternate route to
Sunwood drive. This project will require additional right of way acquisition.

RTC Armstronz Blvd (CR116 to Hwv 10) - This project is a reduced version of a larger County/
City project which was to be undertaken on Armstrong Blvd to facilitate the development of
RTC. Originally planned to extend north of Alpine Boulevard to Highway 10 it is been scaled
back to include the signalization of the Armstrong/ Bunker Lake intersection and the
construction of turn lanes and road tapers associated with the signalization.

Redevelovment of Central Park - This project addresses a critical need for decentralized parking
and increased access to Central Park. The scope of the improvemerits includes eliminating the
cable and post barriers around the parking lots and installing concrete curb and gutter. In
addition, Y olite Street will be extended south to 161 st Avenue to provide convenient access and
parking on the east side of the park. This portion of the project improvements has been
recommended to be eliminated from the project to be undertaken in 2010. It is hoped that a land
swap with the property owner to the west, Saint Katherine Drexel Church, can allow for the
expansion of the park to Variolite Street.

Recommendation:

Staff recommends that the list of candidate projects be reviewed, prioritized and recommended to
Council for establishing a 2010 work program.

Action:

Motion to recommend to City Council projects to be undertaken in 2010.
