FOR AN UNIMPROVED <br />PARKING LOT, OUTDOOR STORAGE, AND THE USE OF AN EXISTLNG BUILDING <br />FOR EDUCATIONAL PURPOSES; <br /> CASE OF ANOKA TECHNICAL COLLEGE <br /> By: Patrick Trudgeon, AICP <br /> Assistant CommuniD' Development Director <br /> <br />Background: <br /> <br />Anoka Technical College has submitted an application for an Intehm Use Permit to allow for an <br />unimproved parking lot to be used as ove~low parking, outdoor storage of vehicles, and the use of <br />an existing building for education purposes on the former ICO gas station property on Hwy. 10. <br />The property itself is located on the north side of P[ighv,5~y i 0 at the A_noka-R. amsey border. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Letter from applicant explaining request <br />Dra5 Planning Commission Meeting Minutes dated August 7, 2003 <br />Proposed Findings of Fact <br />Proposed iKesolurion Approving the InteMm Use Permit <br /> <br />Notification: <br /> <br />State law requires notification to pi'0perties within 350 feet of the boundaries of the subject property. <br />and property owners within thai radius were notified. <br /> <br />Observations: <br /> <br />The College has negotiated a lease with an option to purchase the parcel from Inter Ci~ Oil <br />Company, Inc. The College is planning on purchasing the property and making ilriprovements to the <br />site once ir receives funding from the State of Minnesota in the next budget biennium. <br /> <br />As previously mentioned, the applicant is asking for an Integra Use Permit for three purposes; to use <br />the existing land as an unimproved parking lot, to l~ave outdoor storage, and to use an e,'dsting <br />building for educational purposes. <br /> <br />The site itself is located on the north side of HuT. 10 and to the east directly abUts the A_noka <br />Technical College in )moka. The property, currently has a direct access to Hwy. 10 that se~es as <br />right-in, right-out for the prope,wy. There is also an unimproved connection fa-om the property to the ' <br />Anoka Technical College parking lot. <br /> <br />Staghas reviewed the request for an interim use permit and has the following cormnents: <br /> <br />¢5~im. pro~,ed £arkirzg/or: This parcel previously was allowed to use the parcel as an unimproved <br />parking lot when the City issued a six-inonth interim use permit in December 2001.
