Elmcrest Park. Earlier the City Council authorized a condemnation action for routing the access <br />east to T.H. #47 to aid in land purchase negotiations. Since then, the City. has recognized the <br />economic development value as well as the improved safety aspects of a northerly connection to <br />167tn Avenue in contrast tO the T,H, g47 route. One outcome of the June Park Cormnission <br />meeting was a recommendation that the~ City Council proceed as necessary with development of <br />a City street from 167th Avenue, south to meet Elmcrest Park. This project is not proposed as <br />part of this park development project. The pm-pose of the case was to recommend that the City <br />Council initiate the 2003 Capital huprovement Project by the preparation of plans and <br />specifications for Elmcrest's parking lots and connection to Uranium Street. This engineering <br />related cost is expected to be up to $60,000 by the time bid documents are formulated and <br />contractor bids are received. A consulting en~neering firm would perform most of the work. <br /> <br />Mayor Gamec inquired if the Park Commission had taken into consideration the possibility of <br />another access. <br /> <br />Parks/Utilities Supervisor Riverblood replied yes. <br /> <br />Councilmember Zimmerman arrived at 6:37 p.m. <br /> <br />Mayor Gmnec stated that he liked the idea of the main access to the park coming from 167th, but <br />he was concerned that the cost would be quite high because of the wetlands. <br /> <br />Parks/Utilities Supervisor Riverblood replied that there would not be a lot of wetland issues with <br />the access. <br /> <br />Councilmember Elvig stated that they have had some discussions with a developer to the north of <br />Elmcrest Park regarding the access and there may be the possibility of sharing some of the costs <br />with that developer. <br /> <br />Councilmember Zimmemaan stated that he thought the construction of the parking lot might be <br />prematm'e since they have changed the focus of the main access to 167t~' Avenue. <br /> <br />Parks/Utilities Supervisor Riverblood explained that the case requested permission for staff to <br />move ahead with the plans and specifications phase only, not the construction at this time. Once <br />the plans and specifications are completed, staff would request bids on the project so that they <br />have accurate figures while they are analyzing the access issue. <br /> <br />Councilmember Elvig stated that he was not sure as to how much parking was going to be <br />needed and he did not want to get into deliberating how the park should be laid out at this <br />meeting, but he wanted ir noted that the Council be given an ample opportunity to provide input <br />on the plan before staff drafts the plans and specifications.
