FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regnlar meeting on Tuesday, July 22, 2003, at the <br />kamsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson David Elvig <br />Mayor Tom Gamec (alternate) <br />Councilmember Gerald Zimmerman (arrived at 6:37p.m.) <br /> <br />Members Absent: <br /> <br />Councilmember Sarah Strommen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Finance Officer Diana Lurid <br />Director o£Public Works/Fire Chief Dean Kapler <br />Police Chief James Way <br />Parks/Utilities Supervisor Mark Pdverblood <br /> <br />CALL TO ORDER <br /> <br />Chairperson Elvig called the regular meeting of the Finance Committee to order at 6:33 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #I: <br /> <br />Parking Lot Construction for Elmcrest Park <br /> <br />Parks/Utilities SuPervisor Riverblood stated that the 2003 Parks Capital' Improvement Program <br />proposes $215,000 for the creation of parking lots and the extension of the neighborhood street <br />as a park drive into Elmcrest Park. In April of this year, the Park and Recreation Commission <br />held a work session following the Commission's regxtlar ,April meeting for the purpose of <br />refining various layouts and concepts for Elmcrest Park's parking lots and park drive. Those <br />modifications were incorporated into the revised concept plan. FollOwing the Commission's <br />review, staff met with the Ramsey Youth Athletic Association (RYAA) to gain additional input. <br />Parking configurations and the number of spaces were further modified as a result. Review with <br />the Police Chief also resulted in a change to the final draft of Elmcrest's parldng plan. At the <br />Park Commission May 2003 meeting, the Commission recommended that the Council approve <br />the final draft plan, authorize a portion of the 2003 C]? for design and engineering as well as <br />proceed to advertise for bids. On June 10, 2003, the Park and Recreation Commission invited <br />the City Council to meet at Elmcrest Park to discuss moving forward with development of the <br />parking lots. The consensus by those in attendance was to proceed with the preparation of plans <br />and specifications.
