Elmcrest Park. Earlier the City Council authorized a condemnation action for routing the access east to T.H. #47 to aid in land purchase negotiations. Since then, the City has recognized the economic development value as well as the improved safety aspects of a northerly connection to 167t~ Avenue in contrast tO the T.H. ff447 routel One outcome of the June Park Commission meeting was a recommendation that the City Council proceed as necessa~ with development of a Ci~ street from 167th Avenue, south to meet Elmcrest Park, This project is not proposed as part of this park development project. The purpose of the case was to recommend that the City Council initiate the 2003 Capital hnprovement Project by the preparation of plans and specifications for Elmcrest's parking lots and connection to Uranium Street. This engineering related cost is expected to be up to $60,000 by the time bid documents are formulated and contractor bids are received. A consulting engineering firm would perform most of the work. Mayor Gamec inquired if the Park Commission had taken into consideration the possibility of another access. Parks/Utilities Supervisor Pdverblood replied yes. Councih'nember Zinxnerman arrived at 6:37 p,m. Mayor Gamec stated that he liked the idea of the main access to the park coming from 167th, but he was concerned that the cost would be quite high because of the wetlands. Parks/Utilities Supe,wisor Riverblood replied that there would not be a lot of wetland issues with the access. Councilmember Elvig stated that they have had some discussions with a developer to the nOrth of Elmcrest Park regarding the access and there may be the possibility of sharh~g some of the costs with that developen Councilrnember Zimmerman stated that he thought the construction of the pm'king lot might be premature since they have changed the focus of the main access to t 67th Avenue. Parks/Utilities Supervisor Riverblood explained that the case requested permission for staff to move ahead with the plans and specifications phase only, not the construction at this time. Once the plans mad specifications are completed, staff would request bids on the project so that they have accurate figures while they are analyzing the access issue. Councilmember Elvig stated that he was not sure as to how much parking was going to be needed and he did not want to get into deliberating how the park should be laid out at this meeting, but he wanted it noted that the Council be ~ven an ample opportunity to provide input on the plan before staff drafts the plans and specifications. He also stated that there had been some mention about on ~ass parldng for overflow and inquired if that was going to be incorporated to the plan.
