Norman
Assistant CiW Administrator Heidi Nelson
Community Developmem Director Sylvia Frolik

CALL TO ORDER

Mayor Gamec called the work session of the City Council to order at'5:40 p.m.

WORK SESSION TOPICS FOR DISCUSSION

Comprehensive Plan Future Land Use Map

Community Development Director Frolik stated that the Community Development Department is
in the process of updming the City's zoning and subdivision regulations and the zoning map for
the purpose of implementing the 2001 Comprehensive Plan. Some of the zoning districts
currently being worked on are identified in the Comprehensive P~an as 'Places to Work' and
'Places to Shop'. The Planning Commission conducted a public heating regarding the text and
map changes on May 1, 2003. The parcels affected by any. rezoning were notified. Several
comments were submitted at the public heating, including property, owners in opposi~tion to their
proposed respective rezoning. The public hearing was continued to June 5th' and the Planning
Commission recommended that the City. Council review the Comprehensive Plan Future Land
Use Map as requested. There were three areas of concern. The first issue had to do with the
North Rivlyn Street neighborhood, south of Highway #10. The parcels on the north side of
Rivlyn Street axe currently zoned Single Fam/ly Residential. The Comprehensive Plan
designates this area for 'Places to Work'. The residents are opposed to the proposed rezoning to
E- 1 Employment and wish to retain their low-density residential zoning. Subsequent to the May
1, 2003 Planning Commission hearing, the affected residents submitted a petition to City. Council
requesting an amendment to the Comprehensive Plan Future Land Use Map to change the

Ci~ Council Work Session/June 10, 2003

-245-
