<br />A suggestion was made that perhaps some other split of the total project cost might be <br />considered; perhaps a 75 - 25 split. <br /> <br />Councilmember Dehen asked to bring this to a work session. <br /> <br />Consensus was to hold a public hearing and have discussion with Council on the appropriate <br />method of assessment. City Engineer Himmer suggested gathering information and develop <br />policy from there. <br /> <br />Chairperson Elvig agreed that the project should move forward. <br /> <br />Action: <br /> <br />Consensus was to have the staff move forward with the revision of the feasibility study pursuant <br />to the direction given at the meeting and to review alternative assessment policies at a Council <br />Work session. <br /> <br />Case #4: <br /> <br />Discussion on Street Widths, Parking Restrictions on Both Public and <br />Private Streets <br /> <br />Fire Chief Kapler brings this forward to discuss two separate issues, one with parking on public <br />streets and the other with parking on private streets. Specifically, he spoke of parking in the <br />Village of Sunfish Lake Park development, in reviewing safety concerns in this development <br />with the Police Chief and Engineering department, he is requesting the Public Works department <br />provide signage in this development and have the Police department enforce it. Chief Kapler <br />shared a presentation of parking concerns he had on private streets. <br /> <br />Chief Kapler suggested inviting the Police Chief to attend the next Public Works Committee <br />meeting to discuss the enforcement side of parking on private roads. Public Works <br />Director/Principal City Engineer Olson stated engineering staff will have cost of signing and <br />striping information available at the next meeting. <br /> <br />Case #5 <br /> <br />Discuss Speed Limit Modifications to Alpine and Sunwood Drives <br /> <br />Assistant City Engineer Jankowski reviewed the staff report. Both Alpine Drive and Sunwood <br />Drive each have three to four different speed limits which change at various points along their <br />length. The variation of the speed limits is confusing to citizens and law enforcement officials <br />alike. <br /> <br />The City requested that the segments of Alpine Drive from Armstrong Boulevard to TH 47, and <br />Sunwood Drive from Ramsey Boulevard to Nowthen Boulevard be studied for appropriate <br />limits, since such speed limits may be legally posted only after an engineering study has been <br />conducted by the Commissioner of Transportation. MnDot recently completed fieldwork on the <br />necessary studies and is seeking City input prior to finalizing their recommendations.
