<br />Commissioner Elvig stated we are talking about getting a structure of a corporation together. He <br />would like to get this hammered out. <br /> <br />Chairperson Dehen stated we cannot come together on a development corporation. No one here <br />has the expertise the private sector does. This is why we need to develop an exit strategy. <br /> <br />City Administrator Ulrich suggested that this legwork could be done by the Steering Committee. <br />They could debate some of the structured issues. With regard to confidentiality, he stated he has <br />sometimes seen where proposals come in under an assumed name. They are brought forward <br />with only what they need and no name attached to them. <br /> <br />Commissioner Elvig suggested getting the group together to discuss that. <br /> <br />Chairperson Dehen asked if it is the consensus to move back to the Steering Committee to look <br />at the structurelby-Iaws, etc. <br /> <br />Commissioner Elvig stated he would like the City Council to say to move forward. <br /> <br />Chairperson Dehen stated he would compromise and send it back - he is not in favor of a <br />corporate structure ashe felt we did not need that right now. <br /> <br />Mr. Lano stated that this evening, the HRA talked to a couple developers regarding the VA. This <br />task will have to absorb information from the four corporations. Everyone has a different twist. <br />You will need to make a decision on this - the VA will pick a location. You all need to be <br />cognizant of the fact that you will need to make some decisions. You need to be savvy on this <br />now - everyone has their own agenda. They need to know the City Council is willing to do <br />business with them. <br /> <br />City Attorney Goodrich stated that staff has heard the City Council wants us to work with the <br />Steering Committee and do a skeletal of by-laws. <br /> <br />Commissioner Look stated that although we may be in agreement of a skeletal form - it should <br />not be considered approval. <br /> <br />Commissioner Jeffrey stated the Steering Committee will take this and refine some information <br />and bring back a shell for consideration. <br /> <br />Case #4: <br /> <br />Authorize contract for Ramsey Town Center Branding/Positioning <br /> <br />Deputy City Administrator Nelson stated that the consensus of Council was to proceed with the <br />proposal for branding/positioning RTC from Anne Berg with Vyway. Ms. Berg is willing to <br />offer a $3,000 discount from her standard fee of $15,000 if the City makes payment in advance <br />of $10,000 at the contract signing, with a $2,000 retainage.
