<br />Chairperson Dehen stated that if you have City Council control, most of us agree it would not be <br />prudent to cut them loose. <br /> <br />Mr. Goodrich stated it will be another committee of the Council. <br /> <br />Commissioner Elvig stated that everyone knows we are looking at Bass Pro - that's not <br />confidentiality. We talk about a medical facility - it's on the sheet. You need to have assurance <br />that this is not opened up to someone else. <br /> <br />Mr. Lano talked about by-laws but you have to have a different hat on if you address <br />opportunities as businesses come forward. <br /> <br />Commissioner Look stated that if we formulate a corporation of the City Council, we have the <br />ability to resolve that where we wish. <br /> <br />Mr. Goodrich advised as long as you have control. <br /> <br />Commissioner Ramsey stated we are the bank - I would guess then we have control over them. <br /> <br />Chairperson Dehen asked where this idea is coming from that we need this now. <br /> <br />Commissioner Jeffrey responded it came from the Altoona trip. <br /> <br />Chairperson Dehen asked if there is a consensus to look into the possibility of an Economic <br />Development Corporation. <br /> <br />Commissioner Look asked if Councilmembers can be on this Board of Directors and not have it <br />be made public. <br /> <br />Mr. Goodrich stated that would.be a problem. The City of Altoona took three people and their <br />ex-mayor and gave them money to work with the Bass Pro Shop. <br /> <br />Deputy City Administrator Nelson stated this has to be a completely separate entity from the <br />City and the City Council in order to achieve what you want to do. There will have to be faith <br />and trust and this board will be trusted to do the work and Council cannot direct them. <br /> <br />Commissioner Look stated he did not know if trust is a strong suit on this. The issue before <br />Council today is this could be political suicide. <br /> <br />Commissioner Elvig stated we are not saying we are giving away land. He stated he sees <br />multiple scales come along. He suggested developing this corporation and its by-laws and get it <br />ready to go if we need it. <br /> <br />Commissioner Look stated his compromise would be that he would only convey property to <br />them once they convey they only want two acres. <br /> <br />Housing and Redevelopment Authority I October 6, 2009 <br />Page 7 of 14 <br />
