4. Describe your expectations regarding the relationship between the City and the
Development Manager/Management Team.

Our expectation is that we work as an extension of City staff and that we are pmi of the City's team to
make sure development actually commences in accordallce with the City's expectations. Invariably,
development projects affects all depmiments in city hall alld we are both well versed in working with the
different depmiments alld understalld their issues alld concerns that need to be addressed as pmi of the
development process. We el~ioy and look forward to interaction with the various boards and
commissions, as well as the public.

Communication from us to the City and visa versa is critical to a successful relationship. We have mallY
forms of communicating with the cities we work with from direct conversations, e-mail updates, project
status rep01is, etc. Since we view ourselves as all extension of staff, we work well when we have one
staff person as our main contact to discuss ideaslissues with, provide any needed guidallce alld to rep01i
updated activity, etc. to (this person we view as our supervisor or manager).

5. Describe in detail how you would propose to structure yourfirm's/team's compensation
for the services as described in Required Services above.

Typically we charge for our services on an hourly basis and bill on a monthly basis. We are open to
discuss how we charge for our services including but not limited to:

. Discussion on hourly rate(s) for persons working on various aspects of the project alld monthly
billing
. Completing the work based upon a contract for a set alnOllllt
. Strategies to delay some p01iion of the billing until a developer(s) is selected

The option listed in last bullet is all approach that has been successful in other communities we have
worked in. When the first developer(s) is selected, we would negotiate that all or a p01iion of our time
will need to be paid by them as well as fees going forward (negotiation process to get to a development
agreement, etc).

6. Identify who would serve as the lead for the firm/team and identify team members and
provide resumes for each.

See question #2 above.

Proposal for Development Management Services to the City of Ramsey
Provided by Ehlers

Page 10
October 26, 2009
