Provide in detail the team you would assemble to act as development manager. <br /> <br />Our team consists of two (2) primary service providers: Foster Real Estate Advisory <br />Services, LLC and RLK Incorporated. <br /> <br />Michele Foster of Foster Real Estate Advisory Services will be responsible for providing the <br />following services: <br /> <br />a. Lead contact and project manager/coordinator <br />b. Represent city in negotiations with land purchasers <br />c. Market analysis <br />d. Lead marketing and networking efforts with potential end-users, developers, and <br />brokers <br />e. Work with City's fiscal consultant to develop a project proforma and financial <br />model <br /> <br />RLK Inc., in conjunction with Rick Harrison Site Design, will assist Ms. Foster with any <br />design, engineering, and infrastructure issues including the following: <br /> <br />a. Assist with preparing cost estimates for project proforma <br />b. Site and infrastructure analysis and due diligence <br />c. Ensure current market conditions are reflected in site and infrastructure plans <br />d. Assist with negotiations associated with land transactions <br />e. Assist project manager on an as-needed basis <br /> <br />It is anticipated the above team would rely on existing City service providers for financial and <br />legal support. If this is not a reasonable assumption, financial and legal team members can <br />be added. <br /> <br />3. Description of our project approach and services provided. <br /> <br />a. Evaluate recently updated vision and master plan, city strategies and objectives, <br />infrastructure, transportation system, marketing materials, economic framework, <br />sub-market conditions, and available public financing tools to ascertain the overall <br />market realities for Ramsey Town Center; <br /> <br />b. Prepare strategies and recommendations that best position Ramsey Town Center <br />for success and review with City policy makers and senior executive team; <br /> <br />c. Prepare pricing and project phasing strategies. These strategies will include all <br />available public incentives and tools; <br /> <br />d. Establish marketing and branding programs that include print, web based, and <br />social media tools. These electronic tools will be supplemented by the MNCAR <br />Exchange and by direct contact with brokers and developers through individual <br />meetings as well as professional organizations and their related trade shows such <br />as NAIOP, MSCA, ICSC, BATC, and ULI. <br />
