Plan elements
included the creation of an Agricultural
Innovation Center, a nonprofit center for
research, education and interpretation
located in downtown.

Streetscape in1provements focused on the
most active part of downtown, two
blocks of Lincoln Avenue and two
blocks of Ninth Street. Landscaped
boulevards reach the edge of town and
cornfields beyond. Agricultural gardens
mark entries to the community and
downtown along Lincoln Avenue.

The Downtown area has a small stock
of historic buildings with little disturbance
of architectural character. Design
guidelines are directed toward removal
of architecturally inappropriate additions
and introduction of simple, but
appropriate elements.

AllryJ alld .rpaces behind buildingJ IJJotfld
be mhanced IJJith transitional plantings
reJ11lting in attractive parking areaJ ill
what was prel)iouJ/)' an unde.rirable and
Ileglected pmt 0/ douJ1ttouJ1t

The HeinJ Building, the mOJt
architectural/)' Jignificant Jt17lcture ill
Dowlltowll lvould be te110vated providing
nelV hONJing and commercial OpP01tullitieJ.

GuidelilleJ for reIlO1Jai;ioll. 0/ dOZlJ1tt01VIl
buildingJ are directed toward restoration
0/ architectural integl7ry, but not
neceJJari/)' to preservation.
