Development Advisory Services, Portsmouth, VA: Served as a Financial Technical <br />Advisor to the City of Portsmouth related to the development of several waterfront sites. This <br />includes an evaluation of market support for residential, hotel and retail development with <br />redevelopment of the 6-acre Holiday Inn site, evaluation of developer proposals, financial <br />analysis of developer responses to determine net revenue/cost (e.g., tax impacts) to the City, <br />and financing & funding arrangements to create public-private partnerships. <br /> <br />.
