Developed implementation strategies and impact analyses, a strategic retail marketing <br />and promotion program, and a potential capital improvements plan. <br /> <br />. lake Anne Village Center Comprehensive Plan, Fairfax County, VA: Developed land <br />use and urban design recommendations for an amendment to the Fairfax County <br />Comprehensive Plan text, fulfilling the original objectives for the Lake Anne Village Center <br />(LA VC) as presented in the 1962 Reston Master Plan and establishing a vision for the Lake <br />Anne Village Center based on a recent public input, planning, and economic and market <br />analysis. The final recommendations were vetted by the Department of Planning and Zoning <br />through a public involvement process and converted into final plan text language. <br /> <br />. Development Advisory Services, Portsmouth, VA: Providing ongoing development <br />advisory services to the city of Portsmouth. This includes preparation and evaluation of <br />request for proposals for three downtown waterfront sites as well as detailed financial <br />analyses. This has included the redevelopment of a 6-acre Holiday Inn site which would include <br />a replacement higher quality hotel, significant market rate high rise residential development <br />and quality support retail. In addition, structuring the development agreements and financing <br />and funding arrangements to create public private partnerships. <br /> <br />. WMATA Joint Development Studies: Conducted detailed individual joint development, <br />land use evaluations, and financial feasibility studies for WMA T A, local jurisdictions and private <br />developers at 48 Metro-rail stations (e.g. Huntington, Grosvenor, White Flint, Twinbrook, U <br />Street, Minnesota Avenue, Anacostia, Arlington: 2 stations, Prince Georges County: 2 stations, <br />Silver Spring, Bethesda, Wheaton, Takoma Park, and Addison Road Extension). <br /> <br />. Capitol Hills Towers Feasibility Study, Washington, DC: Prepared a project feasibility <br />and tax analysis evaluation for the District Office of the Chief of Financial Officer for a mixed- <br />use development that includes a 200-room Courtyard by Marriott hotel, a 344-unit apartment <br />tower and 9,000 square feet of retail to determine if the project qualified for tax-increment <br />financing (TIF) from the District government. The project is the District's first TIF approved <br />project outside of downtown: a $1 13 million mixed use development in Southeast, <br />Washington, DC that received $11.3 million in TIF funds. The project was completed in 2006. <br /> <br />. Financial Consulting Services, Skyland Shopping Center Redevelopment, <br />Washington, DC: Served as the financial real estate consultant to the National Capital <br />Revitalization Corporation (NCRC) for the redevelopment of the Skyland Shopping Center in <br />Southeast Washington, DC into a mixed use development. Prepared a strategy report to <br />determine potential deal and ownership structures that would serve to optimize NCRC's <br />financial contributions to the project, both as a lender and as a potential investor. <br /> <br />.
