bbpc

Basile Baumann Prost Cole & Associates, Inc.
Public/Private Development Advisors

San Diego, California

BBPC Associates evaluated economic and development impacts of the initial starter light rail transit line
in San Diego. This included an examination of construction period impacts, as well as station area
development issues. BBPC Associates' analysis was utilized to finalize the station area development plans
and proceed with the initial highly successful starter line. BBPC Associates was subsequently selected to
undertake transportation impact and joint development evaluations of now completed extensions to the
starter light rail transit system.

St. Louis, Missouri

BBPC Associates undertook an economic development and joint development analysis of alternative
corridors for proposed light rail transit system in the St. Louis metropolitan area. BBPC Associates
undertook a detailed evaluation of station area impacts on terms of land use, development opportunities
and public/private sector funding scenarios. BBPC Associates' analysis was utilized to select a preferred
alignment, refine station area locations and achieve local and UMT A approval for the currently under
construction light rail transit system.

Columbus, Ohio

BBPC Associates played a major role in evaluating the economic impact, joint development potential and
financing and funding feasibility of light rail transit alternatives for the Columbus metropolitan area. A
particular focus took place in the downtown, north and 1-670 corridor areas. BBPC Associates
undertook a joint development financial planning evaluation, The results of the analysis determined that
it was premature at this time to move forward with light rail transit from an economic and joint
development perspective. The analysis, however, did identify a series of highway and road
improvements, as well as local area planning procedures, to address neighborhood community
revitalization objectives.

BBPC Associates is heading a large multidisciplinary team evaluating the development potential and
economic impact of a light rail rapid transit extension of a present transit line through the Town of
Amherst to the State University of New York at Buffalo and the Audubon new community. This
evaluation includes the overall economic potential on the region in terms of net new and transfer
development, Specific station area development plans and opportunities are being identified. A detailed
financial plan which can maximize value capture potentials for the transportation system is being
formulated.

-2-
