MAYOR/COUNCIL /STAFF INPUT <br />1) Clarification on East Meandering Park <br />Councilmember Dehen inquired of staff if they received enough direction on the East <br />Meandering Park. <br />Director of Public Works Olson stated that staff can bring back a case to the City Council <br />meeting on the 13 for clarification of what the scope on all three of these items — that <br />will be after the meeting with URS as well. Staff will refine the scope for Kimley Horn <br />and there will be no public meetings. <br />Mayor Ramsey stated we want to be able to use the $363,000 and spend one cent more <br />than that if possible. He did not want to spend more than the minimum amount. <br />Councilmember Elvig stated that is the scope of design — what is the minimal we need — <br />what is practical for the first scope — where's the funding coming from - and agreed — <br />spending the most minimal we can get by with at this time. <br />Mayor Ramsey reiterated we want to be able to utilize the grant and spend a minimal <br />amount more. <br />Councilmember Dehen stated there are people sitting on the north that are relying on a <br />park. He is not interested in a bad park — he would rather see if there was more money. <br />Mayor Ramsey cautioned the City cannot afford to spend millions. <br />Councilmember Dehen stated we have a plan — with the three elements. He asked why <br />we can't have a proposal that reflects this scope of work. <br />Mr. Olson stated we would negotiate that as staff. <br />Councilmember Jeffrey suggested finding out what it costs to buy the drawings first. <br />Councilmember Look felt that we need to get indemnification. <br />Mayor Ramsey stated how much will we spend to plan this and how much will we have <br />to spend to construct. Do we have to plan all these parks or are we just talking about the <br />East Meandering Park. He felt we have a perfectly good plan and if we can use that <br />without getting into trouble — that would be good. The second issue is how much will we <br />construct in the first phase. <br />Councilmember Look suggested staff come up with alternatives. <br />Councilmember McGlone stated we can spend more than $360,000 on a consultant.
