6) CMAQ Grant Application for Transit Station Review <br />Director of Public Works Olson stated that the City submitted a CMAQ grant application <br />for construction of a transit station. The applications have been scored and Ramsey was <br />ranked 11 out of 13 applications. The Met Council will provide funding to the top eight <br />applicants we would have to add 350 points to get above that number. The request to <br />be rescored will require assistance from LSA Design. They provided a proposal for just <br />over $3,000 for this work which includes meeting with the Met Council and then with <br />City staff to review the results of the scoring review. <br />Mayor Ramsey stated he did not realize we would have to spend a lot more money to get <br />this rescored. <br />Councilmember Dehen questioned how we would know the scoring was wrong. <br />Mr. Olson stated we are not saying the scoring is wrong — we are trying to argue why we <br />should score higher. The likelihood of getting rescored to that many more points is a <br />long shot. We are requesting Mr. Lasher to justify the scoring. <br />Mayor Ramsey stated that if we feel we were scored improperly, is there a cost to writing <br />a letter and saying I think we were scored unfairly and will you score us again — can we <br />just do that? <br />Mr. Olson replied we could just write such a letter. <br />Consensus of the Council was to send a letter requesting a rescoring and not spend any <br />more money on consultants. <br />7) Discuss ICSC Conference — Chicago <br />City Administrator Ulrich stated that the ICSC Conference is in Chicago on October 29 <br />and30. <br />Mayor Ramsey stated that he suggested going early to visit and talk with commuter rail <br />cities. The money would be expended from the HRA budget. He felt the City <br />Administrator and the Economic Development Coordinator should attend as far as staff. <br />Travel would be minimal as they would be able to drive. <br />Mr. Lazan, Landform, stated this is a deal - making show — much different from the Vegas <br />conference. The conference consists mostly of brokers. <br />It was determined that Mayor Ramsey, Councilmembers Elvig and Look and City <br />Administrator Ulrich and Economic Development Coordinator Sullivan would attend. <br />City Council Work Session — September 29, 2009 <br />Page 9 of 11 <br />
