These pieces should be considered with regard to the park as a whole, wetland, irrigation, <br />etc. He offered that the proposal would be under $15,000. <br />5) RTC Joint Powers Agreement with Anoka County <br />City Administrator Ulrich stated that staff put this on the agenda to do a quick overview <br />of what the obligations are — what obligations we have met and which ones we would <br />have to meet yet. He suggested rescheduling a time at a later date to look at the text. <br />Director of Public Works Olson reported that the City of Ramsey entered in to a Joint <br />Powers Agreement (JPA) with Anoka County for improvement of regional roadways <br />adjacent to the Ramsey Town Center. This agreement, entered into in 2005, covers <br />Armstrong, Bunker Lake and Ramsey Boulevards. The agreement covered <br />improvements to Sunfish Lake Boulevard between Highway #10 and the Bunker Lake <br />Boulevard intersection. A traffic signal at Sunwood Drive and Bunker Lake Boulevard <br />was also included in the agreement. Mr. Olson referred to the map included in the case, <br />which shows the improvements and the projected cost of each of them. He described the <br />projects as well. <br />Councilmember Look stated that all the figures listed on here, except for Sunfish Lake <br />Boulevard is the City's responsibility. <br />Mr. Olson stated that we are looking at $14 million — that was the original. <br />Discussion ensued relating to how much money the City has to put out w /regard to this <br />JPA. Mayor Ramsey stated that at this point there are only a couple other project left <br />other than the Town Center. He added that he dislikes this entire JPA and he wondered if <br />the City is having to cover the majority of the costs. He also wondered if there would be <br />a benefit for the City or Council to cancel this whole JPA. <br />Mr. Olson stated that the County pays the City about $300,000 per year. $14.5 million is <br />the estimate — they are paying $4.5 million and we are paying $10 million. That <br />agreement was to pay $300,000 a year over 20 years so we could bond for $4.5 million. <br />Mayor Ramsey asked how much money was the RTC LLC supposed to be to which Mr. <br />Olson replied $3 million. They paid some in assessments and some assessments came <br />back. <br />City Administrator Ulrich stated that much of the City's improvements can be paid with <br />MSA. He added that we need to relook at this JPA and see if we are able to negotiate <br />some timeframes and some other items as well. We need to make it more economically <br />feasible for this development to move forward. He stated the original plan was to take <br />this back to the Finance Committee and have them walk through it and deal with this JPA <br />as a financial issue. <br />City Council Work Session — September 29, 2009 <br />Page 8 of 11 <br />
