Design regarding revising their proposal. LSA has submitted a new proposal that keeps <br />the scope of service while lowering their contract cost. <br />Councilmember Dehen stated he will not vote for this because he was disappointed in the <br />method arrived at to get this proposal. When this case went to the Finance Committee, <br />the amount of the proposals became public and he felt going back to proposers is a <br />flawed process. Our bidding process needs to be consistent and added that he was <br />expressing his disappointment and felt that this bidding was unfair for everyone involved. <br />Motion by Mayor Ramsey and seconded by Councilmember Elvig to select LSA Design, <br />Inc. as the consultant for design of the Park Ramp Expansion in the amount of $110,000. <br />Further discussion: Councilmember Elvig agreed with Councilmember Dehen but added <br />that it is "water under the bridge ". Mr. Olson stated he made a judgment call. We have <br />used LSA for all our parking projects and his recommendation was to go with LSA. <br />Council chose not to do that so he (Olson) called LSA and apologized and this was back <br />on the agenda. The bottom line is staff was directed to get a ballpark figure from another <br />consultant to see if the cost was fair. He found someone else who worked on parking <br />ramps — got that proposal — brought it to the Finance Committee and now to this special <br />City Council meeting. Councilmember Dehen stated that what Mr. Olson said is exactly <br />true. He added he made his opposition to the procedure known before the case was <br />public and added there needs to be a consistent procedure followed. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Look, <br />McGlone and Wise. Voting No: Councilmember Dehen. <br />ADJOURNMENT <br />Motion by Councilmember Elvig and seconded by Councilmember Jeffrey to adjourn the <br />meeting. <br />Motion carried.
