<br />PURPOSE AND SCOPE OF STUDY <br /> <br />Maxfield Research Inc. was engaged by the Anoka County BRA to complete an assessment of <br />the potential demand for workforce (households with lower- and moderate-incomes) and inde- <br />pendent senior housing in Ramsey, Minnesota. An earlier edition of this analysis, in 2006, con- <br />sidered several potential sites for workforce and senior housing. This report considers the same <br />locations as were identified in the 2006 analysis, but also considers other locations zoned for <br />medium and high-density multifamily development according the 2008 Comprehensive Plan <br />Update. Specifically, Maxfield Research Inc. examined current housing market conditions and <br />calculated demand for workforce housing (both single-family and multifamily housing) and in- <br />dependent senior multifamily housing in Ramsey's draw area "Market Area." An analysis of <br />growth trends.and demographic characteristics of the Market Area population and household <br />base was also completed and is used as a basis for the demand figures presented here. <br /> <br />The report contains primary and secondary research. Primary research includes interviews with <br />rental property managers/owners, local real estate sales agents and homebuilders, City staff, <br />BRA staff, County staff and others involved with local and regional housing needs. All of the <br />market data on existing/pending housing developments was collected by Maxfield Research Inc. <br />and is accurate to the best of our knowledge. Secondary data, such as the U.S. Census, is cred- <br />ited to the source and is used as a basis for analysis. <br /> <br />This study begins by delineating the draw area or "Market Area" for housing in Ramsey and pre- <br />sents an overview of the demographic and economic characteristics of the area's population and <br />household base. An analysis the housing market conditions for for-sale, rental and independent <br />senior housing products follows. The study concludes with demand calculations for specific <br />housing products and recommendations for future housing development in the City of Ramsey. <br /> <br />MAXFIELD RESEARCH INC. <br /> <br />
