CASE # /f.

REVIEW STEERING COMMITTEE ROLE IN DEVELOPMENT PROCESS
By: Amber G. Miller, Planning Manager

Background:

At the November 5, 2009 Ramsey Town Center Steering Committee Meeting, the members
expressed a desire to have a more defined role within the development process.

Observations:

At a previous HRA meeting the HRA essentially gave the Steering Committee two tasks: explore
the possibility of a development corporation and market absorption/analysis. Should the HRA
wish to expand the Steering Committee's role, they would need to determine at what point the
Committee would become involved in the process and to what extent. One option would be to
involve the Committee at the macro level in the development management process. When an
interested party presents a concept plan to the City Staff which meets the design guidelines and
zoning it could then move forward to the Committee to review the site and location to obtain a
reaction regarding the fit and whether it meets the intent ofthe new vision for the Town Center
Plan. Does the use belong in the location it is being proposed, etc.

Staff is seeking direction regarding what role the HRA wants the Committee to have in the
development management process if any.

ST AFF RECOMMENDATION:

Based on discussion.

BOARD ACTION:

Based on discussion.

Reviewed by: '," n

City Administrator K~~
Deputy City Administrator

HRA: 11.24.09

Attachments:
Staff Report and Resolution from 08/11/09 CC Meeting
