<br />, Proposal: <br /> <br />I wish to apply for ~ conditional use permit for a private residential kennel at address <br />15916 Saint Francis Boulevard, Ramsey MN 55303 fornot more than six dogs. I <br />currently reside at the property 'and am the owner of four dogs, all currently licensed with <br />the City of Ramsey. I am submitting a request for six dogs becauseI will eventually be <br />joined at the residence by David Swinton, who plans on moving to Minnesota to attend <br />the Arts Institute Minneapolis in the fall of2010 and owns two additional dogs. <br /> <br />The property: <br />(see attached aerial photo with property lines and site features) <br /> <br />15916 Saint Francis Boulevard is a rambler style home with a walkout basement situated <br />on 3.25 acres of moderate to heavy forested land. The 3 bedroom, 2 bathroom home was <br />built in 1965 and has approximately 1600 finished square feet. Since purchasing the ' <br />property, I have re-roofed the home, painted the exterior and garage, replaced multiple <br />storm damaged windows and obtained a new well to. supply the property. As with any <br />home, the work continues and I look forward to removing the worn carpets and <br />refinishing the original wood floors, remodeling and replacing dated kitchen fixtures and <br />remodeling the bathrooms with more modem and functional touches. <br /> <br />The truly remarkable part of this property is the lot :- 3.25 acres of rolling terrain with a <br />mix of open landscaped areas and heavily treed areas. My lot size is substantially larger <br />.than any of the adjacent housing development sized lots that are allowed three dogs under <br />City Ordinance. Currently, only one property to the south of niine is even visible from <br />the house, giving a sense of privacy and space that instantly sold the property for me. <br />There is currently a fenced area to the north of the home consisting of chain link fence <br />100 feet by 100 feet square. I have recently added a privacy fence along the east border <br />of the yard to screen the side yard from busy Saint Francis Boulevard and to reduce road <br />noise to make the back yard area more enjoyable to spend time in. In addition, I have <br />. received approval for building but have not begun to expand the fenced yard to extend <br />beyond the current fence to the garage, tripling the size of the fenced area for my dogs. <br />Over time, I would like to fence the entire property to allow access for the dogs to all of <br />the 3.25 acres when I am present. Each fenced area will be added on as its own section, <br />allowing access to be controlled to smaller or larger areas as needed. My dogs are not left <br />outside unattended at any time and have always been house dogs. As time and fmances <br />permit, I will apply for further fence building permits. <br /> <br />Dog care: <br /> <br />My dogs are considered pets and are not used for breeding or show purposes. All four 9f <br />my current dogs are house dogs and are not left unattended outside. The dogs are allow~d <br />free run of the house when lam not at home. Dog feces in the yard is cleaned up . <br />generally daily and stored in a covered bag outside and disposed of in normal trash <br /> <br />2 <br /> <br />13 <br />
