the bridge crossing with this interchange. His opinion is that MnDDT will be able to
justify removal of these two ramps. There has been talk about so many different
scenarios - the pros and cons - would this work, what do we have to give up, what costs
us more. . .

Mayor Ramsey stated that the purpose of this is for staff to know Council is all on the
same page.

Mr. Olson responded yes. If Council chooses to shift to the west, that's your prerogative
as long as we know it could affect this ramp.

Mayor Ramsey stated that moving more to the west seemed to be a more viable project as
far as cost. It looks like the bank has to go regardless.

Councilmember Look stated that the interchange at the entrance - that would be the south
side of Highway # 1 0 - that would include Premiere Furniture, etc.

Mayor Ramsey added Pleasureland RV as well.

Mr. Olson stated to the south is residential. Maybe this shifts further to the west and the
road comes and separates business/commercial from residential.

Mayor Ramsey stated maybe everything gets shifted and straightened out a bit.

Councilmember Look stated he did not know if our options are that different right now.

Mayor Ramsey stated we need to get an idea if this has a chance to get funded in the next
two to five years.

Councilmember Look stated that we will not have a congestion problem once the train
comes m.

Mr. Olson summarized Council wants to keep the cost as low as possible in everything
from design.

Councilmember Wise stated that the Town Center without the overpass is not a viable
product.

Mr. Olson stated that each one of these designs came through the City. They
recommended three lanes in each direction - MnDOT said no way. The third lane will be
an accident waiting to happen. Three lanes all the way would have added another seven
to eight million dollars. They estimate 51,000 vehicle trips out of Town Center in a day.

Mayor Ramsey stated we need to give staff reassurance we are on board with this bridge
location and figure out what will have the least amount of impact.

City Council Work Session - September 29, 2009
Page 5 of 11
