<br />Mr. Olson stated this will come back to the City Council. <br /> <br />City Engineer Himmer stated what he is hearing is minimize cost and right of way - get <br />11nDOT's buy in or commitment with potential river crossing with minimal loss. <br /> <br />Councilmember Look asked if there is any way we can get assurance from MnDOT when <br />we can bond against a 20-year expenditure of theirs and get reimbursed? <br /> <br />Mr. Olson thought they have allowed that. <br /> <br />Mr. Ulrich stated that Hanson Boulevard was under that model in Coon Rapids. <br /> <br />Mayor Ramsey stated we have made a good case that there are safety issues also. <br /> <br />Councilmember McGlone stated that he and Kurt Ulrich went down there and the <br />Committee was set to kill this; however, we turned it to 100% on safety. <br /> <br />Mr. Ulrich agreed that the safety arguments are very strong. <br /> <br />4) East Meandering Commons Park <br /> <br />City Engineer Himmer stated that after the last City Council meeting, staff wanted to <br />bring this item back to a work session and give Council an opportunity to review the <br />proposals. He stated that three consultants have been invited to this meeting to talk with <br />the Council. <br /> <br />Councilmember Look inquired if staff has spoken with URS. <br /> <br />Mr. Himmer replied yes and summarized the conversation. They would be happy to <br />negotiate. <br /> <br />Director of Public Works Olson stated staff will be meeting with them to see what they <br />have. <br /> <br />Discussion ensued relating to the plans and who owns them, a sue intent, etc. Mr. Olson <br />stated that if we want to move forward with the plans we already have - that's fine. If we <br />are going to approve plans that were already approved in 2004 - that will save some time. <br />He presented a video on the concept of what the park would look like. <br /> <br />Councilmember Jeffrey stated that when we left it last Tuesday, it was why didn't we <br />look at the water recovery, etc. He thought this discussion was going to be something <br />different from buying plans from URS. <br /> <br />Councilmember Look stated that last Tuesday, Council talked about water recirculation. <br />That could be an amenity that would set us aside. So we advocated for Landform on that <br />basis.
