URS was not a part of this. If you select Kimley Horn, how much more will it cost to
include that. How was Council supposed to make a decision that evening when it was
not coming together.

Mayor Ramsey stated that because of the $80,000, we already have a park plan so why
reinvent the wheel. That's the reason he voted to postpone it - he thought maybe for
$20,000 we could get out what we had.

City Administrator Ulrich stated that when we look at consulting, we requested Landform
give us a number to integrate a bonding request. If we went through a different company,
what would Landform charge us to go through that plan - it will cost something to
integrate.

Mayor Ramsey stated that no matter what plan we use, we can integrate Landform in.

Mr. Olson stated that Mr. Lazan has indicated Landform would do it on an hourly basis
for no more than $15,000. That's $80,000 for Kimley Horn, $15,000 for Landform -
how much of that $80,000 was for design development.

Mr. Himmer stated that Kimley Horn designed the development for about $32,000 and
construction documents were about $45,000.

Mr. Olson stated that he was hearing things from water fountains to the minimum of just
putting in the amphitheater. He stated that if Council is telling staff that what they want
is what we have originally planned, he is fine with that and that Council wants to
integrate the water conservation issue with Landform.

Councilmember Dehen inquired if Landform is the only one that does that water
circulation and was concerned because he did not know what the cost would be.

Mr. Ulrich stated that part of the capital bonding request would be an evaluation and
feasibility study to see if this would be a good plan for the Town Center. That would be
developed as a bonding request money. We will have water - we will have to have a
recirculation plan - we can get that from Landform.

Mayor Ramsey stated we all want the Fountains of the Bilogio but realistically we will
not get that. He thought we needed to figure out how to phase it in.

Discussion ensued relating to the water plan/concept.

Presentations were received from HKGi, Kimley Horn, and Landform.

Councilmember Elvig arrived back at the meeting at 9:12 p.m.

Darren Lazan, Landform, stated that staff feels that Kimley Horn is probably the best
deal. He put together an hourly proposal to coordinate the water part with another group.

City Council Work Session - September 29,2009
Page 7 of 11
