<br />CASE # <br /> <br />CONSIDER DYSPROSIUM STREET <br /> <br />RECONSTRUCTION ASSESSMENT POLICY <br /> <br />By Steven Jankowski, Assistant City Engineer <br /> <br />Background: Staff will soon be meeting with the Dysprosium Street property owners to solicit input on the <br />reconstruction of the street. In addition to streetscape issues with sidewalks,. driveways and grades, there has been <br />intent that a portion of the project cost would be recovered through special assessments to the fronting properties. <br />The scope of the assessment has not been determined and this will certainly be an issue of interest when staff meets <br />with these property owners. <br /> <br />For a number of reasons staff feels that the application of our street maintenance assessment policies to a much more <br />costly reconstruction program will not adequately meet long term fiscal needs. Recall that the initial feasibility study <br />for Dysprosium Street which relied on assessing 50% of the cost of a bituminous overlay resulted in total revenue of <br />$22,050. The attached Figure A illustrates one significant problem with the current assessment method; the cost of <br />the street reconstruction is divided among roughly half of property frontage. Staff would propose the use of some <br />form of "front footage" as being the most equitable method of determining benefit to the property. Three scenarios <br />are presented which illustrate the potential assessment impacts on the various property types along with the <br />assessment revenue associated with each option.
