<br />PC Case # , <br /> <br />CONSIDER A RESOLUTION ELIMINATING A BUILDING INSPECTIONS <br />POSITION AND AUTHORIZING A CONTRACT WITH INSPECTRON FOR <br />INSPECTIONS SERVICES <br /> <br />By: Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br />A primary responsibility of Building Inspectors is to inspect new residential construction; <br />however, all analysis of building permit data from 2003-2009has shown a steady decline <br />in activity. The City Council has had several discussions regarding inspections services <br />and has weighed the pros and cons of maintaining current staffing levels and entering into <br />a contract for inspections services. <br /> <br />At the December I, 2009 Work Session, the City Council agreed by consensus to <br />eliminate the city's remaining full-time building inspector position and enter into a <br />contract for part-time inspections services with Inspectron, as. needed, based upon <br />activity. Per the labor agreement with AFSCME, this action will require that the affected <br />building inspector, Mr. Steve Lutmer, be given 45 days notice of the pending layoff. In <br />terms of regular staff in the Building Division, this layoff action will leave one building <br />official and one permit technician in the Division. <br /> <br />Contracting for building inspection services will allow the city to manage from day to <br />day the number of hours that are needed for building inspections thereby reducing the <br />costs of providing this service to residents and contractors. The current level of <br />inspections activity warrants a contract building inspector for twenty hours per week. <br /> <br />Funding Source <br /> <br />Applicable severance payments will be paid from the Building Division's severance <br />account. Funds are encumbered within General Fund balance. Unemployment benefits <br />will be paid from the Insurance Fund. Inspectron will be paid from the salary savings <br />realized by eliminating the building inspector position. <br /> <br />Committee Action <br />Make the following motions: <br />1. to eliminate a building inspector position and layoff Steve Lutmer. Mr. Lutmer's <br />last day of employment will be January 22,2010. <br />2. to authorize a contract with Inspectron for inspections services to begin on or near <br />January 25, 2010. <br /> <br />Rev~l ~ <br />I . - - .. . - City Administrator <br />
