Consent q

CONSIDER A RESOLUTION AUTHORIZING A REQUEST
FOR PROPOSALS FOR ELECTRICAL INSPECTIONS SERVICES

By: Mick Kaehler, Building Official

Background

At the September 22, 2009 City Council Work Session, staff sought policy direction from
the City Council regarding the establishment of an electrical inspections program. The
City Council directed staff to prepare a request for proposals (RFP) for electrical
inspections. For your consideration, attached you will find an RFP for electrical
inspections services which will be distributed to interested contractors with City Council
authorization. A transition to contracted electrical inspection services would remove the
Minnesota Department of Labor and Industry from this process.

Funding Source

Electrical inspectors who contract with the state of Minnesota receive 75% of permit fees
and the state keeps the remaining 25%. In 2008, the state collected a total of $58,000 in
permit revenue on for inspections conducted in the city of Ramsey, of which the inspector
received $43,500 and the state retained $14,500. Through October 2009, approximately
600 electrical inspections were conducted for which the inspector received $19,977 and
the state retained $6,659.

Staff has some concern about whether the revenue generated by an electrical inspections
program would be sufficient to offset the cost administrative staff time needed to support
the program. Currently, electrical inspections are down, however, when they pick up, the
need for administrative staff will also increase.

City Council Action

Consider authorizing staff to issue the attached RFP for electrical inspection services.

Attachment
RFP for electrical inspection services.

Reviewed By ~/' \0
City Administrator 0 ~ ~.

CC: December 8, 2009
