<br /> <br /> <br />'f A Existing Anoka County Service Center <br /> <br /> <br />BENTZ / THOMPSON / RIETOW <br /> <br /> <br />We propose our firm, Bentz Thompson Rietow, to provide Architectural and <br />Construction Management Services for the Anoka County License Center to be <br />located in the Ramsey Municipal Center. We have designed or planned all of the <br />Hennepin County Service Centers and Carver County Service Centers. <br /> <br />While the Anoka County Service Center will be a unique program in a new Municipal <br />Center, we are familiar with and have successfully navigated many of the issues you <br />have identified: <br />City of Ramsey will be the Owner and County Services will be the User. The <br />requirements of both must be fulfilled. <br />Provide a functional space that enhances the service experience for both the <br />public and for the staff. <br />Fit a public service into the context of an existing Government building with a <br />high level of finish. Blend the new design with a palette featuring aspen, slate, <br />and direct-indirect lighting. <br />Understand the special program requirements for the service center. Personal <br />Security, Secure Storage for licenses and tabs, and function of the staff side <br />of the millwork are important design issues. Understand camera distances <br />requirements for passport and driver's license photos. <br />Understand the program for the Training room audio-visual, acoustics and site- <br />lines. We have designed many of these in libraries and at college campuses <br />across the state. <br />Provide full architectural and project management services. For cost estimating <br />and construction phasil"\g, Bill Wolters of Constructive Ideas, Inc., joins our team, <br />as he has done for all our projects including all the service centers. <br /> <br />Project <br /> <br /> <br />TIME: <br />You will see in our schedule that we have assumed a traditional design-bid-build <br />delivery, starting November 1 and achieving your occupancy date of July 1, 2010. <br />(We think this can be shortened in several ways if so required.) The construction <br />duration would be only a few weeks if it were not forthe long-lead items of millwork <br />and wood doors. To allow for shop drawings and production time for these items, <br />the contracts should commence early April. After substantial completion (June 21) <br />the Owner's vendor may install the cabling, phones and other low voltage work to <br />the service center. We have left a generous time for this work and for Owner start- <br />up. <br /> <br />DESIGN: <br />To start the design, we propose a kick-off meeting including the City and the County <br />to establish the program parameters and agree on the definition of the project as <br />a whole. Ann Voda as design principal will lead this phase. Our deliverable to you <br />will be a written program and code check, concept sketch options with approximate <br />costs, and design drawings of the selected scheme. We will request Owner approval <br />to proceed into construction documents and specifications. It is at this juncture <br />that we like to review the design with the city plan reviewer and the fire marshal to <br />incorporate their concerns, if any. <br />
