COMMISSION BUSINESS

Case #1:

Disc Golf for Elmcrest Park - Call for Proposals for the Lawful Gambling
Fund

Park Supervisor Riverblood stated that our park and recreation system is valuable for a wide
cross section of uses and two notable improvements to our park and recreation system are the
skate park and the off leash area. Both of these activities that staff is hearing from residents is
this is something that the City has needed for some time. Over the past few years there has been
inquiries for disc golf and this case comes before the Commission to gage the Commissions
interest in exploring disc or frisbee golf at perhaps Elmcrest Park. This would work well with
the Commissions Lawful Gambling Improvement Program. One concept would be to do a call
for proposals on the City website or in the Ramsey Resident to get a group together to provide
the labor and or design.

Chair Shryock stated she thinks there is a lot of possibility there with types of structures, she
referenced the quotes in the agenda packet dealing with concrete paths and the options of
different construction materials making it economical. She thinks it is a good idea.

Commissioner Barr likes the idea of having more multi functional parks so a variety of people
can use these parks is a great idea.

LaMere thinks it's a great idea and he knows people of a wide range of ages that do it and that an
individual can do it or a group can do it and that it is low cost.

The consensus agreement of the Commission is this is an interesting idea and would like to see it
. further pursued.

Case #2:

Update on Meandering Commons and Amphitheatre and Development
Process - RTC

Riverblood updated the Commission that since the September Park and Recreation Commission
meeting the Council has had considerable discussion on the Meandering Commons Park. The
consensus of the Council was that the original concept plan went through a great deal of public
process and was approved and maybe that plan may be plenty good. The City Administrator has
been directed to contact the original engineering firm that did the comprehensive construction
documents for the Amphitheater and related concrete retaining walls and so forth to see if they
are willing to sell them at a certain percentage of the real cost and staff is waiting to hear back
from them on that.

COMMISSION/STAFF INPUT

Relating to the November agenda Parks Supervisor Riverblood stated that on the list is the Park's
Capital Improvement Program and that discussion may go into the December meeting. He also
said by the next meeting he hoped to have favorable news relative to the Mississippi River trail
grant application to the transportation enhancement funding arm of the Metropolitan Council.

Park and Recreation Commission/October 8, 2009
Page 2 of3
