Larsen, Principal <br />Proposal of Consulting Services <br /> <br />SITUATION <br />The City of Ramsey ("City") has determined that from time to time it requires the services of a <br />third party consultant, to assist the City in its desire to acquire certain real estate assets for the <br />benefit of both the City and the surrounding Community. The Banker, LLC ("Consultant"), <br />proposes to provide its services and desire, to be a consultant for the City in these acquisitions. A <br />third party consultant approach provides the City with the ability to acquire strategic assets, with <br />the hope and potential of avoiding market fluctuations based on knowledge of a potential City <br />acquisition.. <br /> <br />SCOPE <br />The scope and objective for any and all projects will be provided by the City, and clearly defined <br />and discussed at the point in time a property has been identified and preliminarily approved for <br />acquisition. The City will provide a project specific engagement request, identifying the targeted <br />property and the scope of the services required. <br /> <br />OBJECTIVES <br />Initiate, on behalf of the City, the process of research, analysis and purchase of a targeted <br />property. The objective will be to discretely determine property ownership, availability, market, <br />price, background, pending liabilities or issues, consult with City's counsel of record through the <br />process, and report findings and conclusions to the City so that it may make a final decision in <br />how it wants to proceed. <br /> <br />PROCESS <br />The Consultant will perform analysis and market research on a subject property, work with other <br />approved, third party City partners, the City's attorney, and other City officials, to help develop <br />and submit a strategy for final plan approval by the City to acquire a property. <br /> <br />BENEFITS <br />The Consultant will use experience, background and relationships within the real estate industry <br />to help the City negotiate and acquire a targeted piece of real estate in the most efficient and cost <br />effective way possible, maintaining the overall goal of successful acquisition of the targeted <br />property. <br /> <br />P.O.
