<br />QUALIFICATIONS
<br />The Consultant submits the following highlights as a basis for the appropriate experience and
<br />background required to provide a meaningful contribution to the City's efforts to acquire strategic
<br />real estate assets. The background and qualification highlights are as follows:
<br />
<br />Principal Backeround - David R. Larsen
<br />· Over 18 years of commercial real estate lending and banking experience with organizations
<br />such as Bank of America, US Bank, LaSalle Bank and TCF Bank, originating over $2 Billion
<br />in new loans across all property types.
<br />· A strong, diverse, financial analysis background of projects including development projects,
<br />construction lending, term lending, CMBS, bonds, tax credits, TIP, mezzanine lending, and
<br />syndications.
<br />· Significant pre-development work with developers on projects, providing analysis insight,
<br />and viability recommendations, along with providing pre-approval and financing letters
<br />submitted to various Municipalities to achieve public support and various city approvals.
<br />· Responsible for many loan restructures and workouts, including work-out negotiations, hiring
<br />property receivers and providing management and leadership in foreclosure actions.
<br />· Managed many types of diverse groups, as well as multiple, profitable, billion dollar
<br />portfolios, maintaining a budget and financial balance between'performing and non-
<br />performing assets.
<br />· Successfully managed many internal, external, and OCC audits in regards to addressing rated
<br />assets, action plans for troubled groups and portfolios, and disposition of assets.
<br />· Strong network and reputation with many diverse relationships, ranging from developers of
<br />all sizes and property types, to industry advisory and third party, contract service providers.
<br />· Graduate of the University of Minnesota, Minneapolis - B.S. Economics, Minor in Statistics
<br />
<br />COSTS
<br />The hourly rate for the Consultant's services will be $350.00 per hour. Hourly services include,
<br />but are not limited to, meetings, negotiating, research, drafting, analysis, travel and reporting.
<br />Additionally, all reasonable project costs and expenses will be billed to the City for
<br />reimbursement, with the City maintaining the right to pre-approve any single projectcost that
<br />exceeds $500.00. The City will be required to provide an initial up-front deposit that will be
<br />credited towards the hourly costs incurred. As the deposit becomes depleted, the City will be
<br />notified and required to replenish the deposit. The duration and general terms of any specific
<br />assignment will be addressed within the engagement for a given assignment. All fees incurred
<br />are deemed to be earned, whether or not the City follows through on an acquisition and
<br />subsequent closing of a sale transaction.
