CONSIDER REQUEST BY NORTHFORK HOMEWOWINERS
ASSOCIATION FOR SPEED LIMIT SIGNS
By: Steven J. Jankowski, City Engineer

PW CASE

Background:

On August 7, 2003, Staff received that attached letter fi:om the Northfork Homeowners
Association requesting three additional speed lirmts with the Northfork subdivision.

City policy relative to the posting of speed limit signs is that siestas are posted at locations where
there is a change in speed limit to a lower lin'fit. In accordance with th_is policy 30-mile per hour
speed limit signs are posted on Andrie Street north of Alpine, and on Inverness Lane and 164~h
Lane east of Jarvis Street.

Experience has shown that si~maage has minimal effects on driving habits. The cost of an
installed sign is $150. If the cost of the Northfork homeowners request were to be projected
citywide, the City could anticipate an eventual cost of nearly $10,000.

Recommendation:

At a period when the City's tax revenues have been frozen, it is difficult to recorrkmend any
expenditure that has a questionable benefit. Staff recommends instead that residents work with
po/ice to identi~ individual speeders and focus enforcement activities on specific times and
locations. Staff also recommends placing the speed trailer unit at the locations identified in the
Northfork Homeowners letter. Ttie trailer is a very recognizable sign of concern regarding travel
speeds.

Action:

Motion to recommend to Council that Staff work with the North_fork Homeowners Association to
focus speed enforcement to times and locations identified by the association as problematic,' and '
to place the speed traffic at locations specified in the July 9, 2003 Association letter.

Reviewed by:
Public Works Director/Fire Chief
Police Chief
Assistant Public Works Director/Pr/mc/pal City Engineer
Street Maintenance Supervisor .

PW: 08/26/03
